Correct. An example of the problem would be the Ruger #1; it's action design (and resultant ring placement) does not allow most of today's short-bodied optics to work given an eye relief in the 3"-4" range, and yet the receiver's ring placement is too close for most IER (Burris, Vortex) optics to work (even with offset rings).Since you said Banner I am guessing you mean you need a LTUBNIER scope, right?
