can a north dakota resident purchase a handgun in AZ?

Sure you can. However, you can't take possession in Arizona. If you are physically in AZ, you can pay and then have it shipped to a FFL in ND. If you are in ND, you just make your payment by CC, MO, or whatever and then have it shipped to your ND FFL. You would need to arrange the deal with A FFL in ND, who will likely charge you a modest fee.

You will go through the normal procedures in ND the same as if you purchased the gun in ND.
 
Short answer is "no." The handgun would have to be shipped to a North Dakota FFL, where the North Dakota resident will have to go through all the usual formalities to take possession. Whether or not the North Dakota FFL will accept shipment of the handgun from a non-FFL or the handgun will have to he shipped to the North Dakota FFL by an Arizona FFL is up to the North Dakota FFL. What any FFL participants will charge for everything is up to them.
 
Just throwing out one more point since the OP did not say why he would be in AZ.

You can shoot a gun you purchase in AZ while there, under certain circumstances. For example, if you are taking a training class at places like Gunsite or Scottsdale Gun Club, you can buy it at the school and use it for training. But you can't take it away from the site. As stated, it has to go to an FFL in your home state before you can take control of it.
