Noveske upper good deal?

I'm looking to build out my first AR 15 and came across deal on a Noveske Upper. I am completely new AR's and just want something quality, accurate and reliable..I certainly have a lot to learn and allot work figuring out the best route for me..

I came across what appears to be a good deal and would really appreciate some feedback from those who know better than I:

Price is $737 and from the ad it appears to include the rest of the rifle, which cant be right.. I left a message for the company to try and get more info.

Anyway, I assume its only for the upper so my question is what makes this set up "basic"?

Investigate carefully because no one with a clue would sell a complete rifle like that for $737. In fact that would be an extremely low price on just the upper described, although possible if heavily used or "must sell."

Here's that model upper new for $781, a fairly decent price for it:

Note that the standard configuration is with plastic handguards, and the ad you quoted says 11" free float rail, typically worth $150-300 depending on model.
