In accordance with the RCW KCSO needs to return the background check within 30 days. Since I have a WA State Drivers License, and an LPR etc.

I'm going to push for regardless of KCSO result I'll request that they request a print of my AFL on Monday. Since it is not relevant to me that KCSO could not complete the background check in 30 days (actually in my case they have completed it). The Injunction is clear, they must comply with RCW 9.41.170 and issue whether the LEA can complete a background check in time. The Time is clear on the RCW too. 30 days for those with a Drivers License, 60 otherwise.

Wow... SnoCo SO is fast! I just applied for my CPL last Friday and it came in the mail today. 6 day turnaround including time in the mail. Woohoo!

Yes that was at KCSO at the KC Courthouse. I think I spoke with Anne Krebs (Not 100% sure about the surname, but ask for Anne, she's a supervisor).

Well...I found out something interesting today when I actually went to purchase a gun from a gun shop; if you are an LPR, you apparently need to bring your last 3 months' utility bills to prove you have been a WA state resident for/in the last 90 days.

...yet another (this time unpublished) hoop to jump through.
 
That is just weird. Seeing as you can't get a AFL unless you have been a LPR for 2 years.
 
It's not unpublished if you read Form 4473 you'll see in the section B 18b aliens, need to provide additional documentation beyond a government issued ID to prove residency for the past 90 days.

18b. A legal alien must establish that he or she has resided in a State for at least 90 days prior to purchasing a firearm. A legal alien must provide additional documentation (beyond the government-issued identification provided in response to question 18a) to establish this. Examples of appropriate documents to establish State residency are utility bills from each of the last 3 months prior to the sale or a lease agreement which demonstrates 90 days of residency prior to the sale. A licensee may attach a copy of the documentation to the Form 4473, rather than record the type of documentation in the space provided for question 18b. If an alien does not provide documentation establishing State residency, the Federal firearms licensee should NOT contact the National Instant Criminal Background Check System or State Point of Contact and should stop the transaction.

LOL, after all we've been through to get this sorted, I'd have thought you'd have checked up on the FFL transfer form.
 
Right. Well in my defense, I haven't even seen an FFL Transfer Form yet. Hopefully I will have a reason to see one soon. :)
 
Okay...So.....Is there a section on the 4473 that a LPR must fill in that we have a current AFL or do we just have to show it when purchasing.........I am going to cabela's I need to make sure I have everything it's a very long drive down for me...
 
Well I guess it is documented, just not in the places I looked. I assumed after all the hoops I jumped through to prove my worthiness to own a gun, I was finally on a level playing field with US Citizens and would be treated as such. My bad for assuming. I should have known better by now.
 
Section 20 I think it is in the "new" Form filled in by the FFL holder. Take your lease agreement, some credit card statements, that prove that you cover 90 days of residency, they will confirm you have the right documentation. They might want to copy and store those documents too, its not required they can just record what the documents were. If you use Credit Card Statements, refuse to let them be copied, copies are not a requirement of the form, just a statement of the FFL of what that evidence was. You don't want to be the victim of Identity theft.

AFL has nothing to do with this form at all, it's a WA State tax on LPR's who want to exercise their 2nd Amendment right.

Ok went to the sheriffs office again today , this time spoke with the civilian and everything went like clockwork (well nearly) they didnt have any change so I had to run back to the truck for a quarter , the guy said that they still were not getting anything back from the FBI so they would just hold it for 30 days and send it to the DOL as is .
Went straight from there to the DOL and handed in my other paperwork to a lovely , helpfull young lady there who checked it and told me that everything was in order , so I thanked her and came home .
 
Thanks MD I hear ya with the HB Then we dont need to mess about any more , I got the application packet for the CPL while I was there too so as soon as it arrives Ill be back in there for that.

One of my peeps in Olympia called me at 14:55 to tell me the bill was going to the Senate next.

So who do we bug now, all of them?
 
Alright , that has to be the fastest passing ever ! now lets hope the senate and the governor can do the same "YEA !"
