"Cuomo says the change is needed to allow the sale of guns with 10-shot magazines, although New Yorkers will still be required to keep no more than seven bullets in them."

The insanity continues. You can continue to purchase 10 round magazines, but can only load them with 7 rounds at home for self defense. You can still top off your magazines at the range and in shooting competitions, but not when defending your life.

This is contemplated by the Emperor and his minions in an attempt to invalidate the Tresmond and NYSRPA lawsuits. The suspension of the 7 round restriction is premature; the Legislature has yet to vote on the Budget bill.

There are several undercurrents that may yet affect the outcome. Reports are that Dean Skelos, Rep. Co-Chair of the Senate is not too keen on granting the entertainment a legal exemption from either the "assault weapon" ban or the magazine limits. If so, that could lead to some additional issues. Hang on and stay vigilant.

Cuomo has said the law needs to be rolled back because manufacturers don’t make seven-round holders.

Terminology horrors aside, this may be a good point to work on overturning it.
Law demanding specific hardware - the actual existence of said hardware = de facto ban.

What a surprise.

In a rush to pass the bill, based on "liberal guilt" over the recent mass shootings, they failed to properly research the feasibility of the bill. Seems like they were all too happy to blame law-abiding gun owners en masse for the actions of a few select criminals.

The [strike]left[/strike] progressives will say the defeat is the magical hoodoo power of the almighty "gun lobby" (never admitting it was a stupid, knee-jerk irrational rushed-to-do-something-symbolic law to begin with).

Fiascos like this 24-hour rush to be the first is why New York had that three day deliberation rule before a bill could become law in the first place.

That still means my token NY-gun my Hi point 995 and neutered AR are still illegal.

Are prebans still allowed? Maybe I can take my suomi instead..

What about the fact that the shooter in Columbine high school used 10 round mags. There was 13 of then but they were still the "low capacity" that they are pushing for

Justifying my means with their end.

There is a story that was floating around the NY Post (so take it for what it's worth) that Cuomo never even saw the bill beforehand, it was drafted very quickly, drafting was done by people tied to Brady and Bloom, and he didn't think it applied to handguns.

Wonder what he thought it applied to? Sixteen-ounce sodas?

Anything but full repeal is a slap in the face.

They are trying to back pedal on the most obviously unconstitutional portion of this bill. But it is by no means the only. The only reason they are doing this is because of the NYSRPA and Tresmond lawsuits that they know they are going to lose.

This "SAFE" act still bans us from owning so called "assault" weapons.
It still requires background checks on all transfers: Including private sales.
It still requires a NICs check for ammo purchase.
It still creates a bigger reason for those who may need therapy from coming forward because they may lose family heirlooms generations old.
It still makes pre-ban items illegal.

Full repeal or nothing. Bloom is on his last term as mayor of suck-city, and "King" Andy has sunken his career with this bill. Skelos is going to be voted out by voters who see the blood in the water.

HEY NEW YORK. TRESMOND IS COMING FOR YOU ON THE 29TH OF APRIL. AND HES GOING TO KICK ASS. If your a patriot that should be reassuring. If your looking to strip liberty...

Does this mean we should write to NY state officials telling them to stand by the SAFE act in its original form?

You know, for the children and stuff.

By coincidence, this change came very shortly after the NYSRPA lawsuit was filed. It is one of the strongest points of the suit. Cuomo et al are trying to tapdance around the lawsuit and salvage their bill by backpedaling on their must vulnerable issues.

The best part is watching all these toads on the TV news trying to pretend that this is just a minor glitch and wasn't the result of the bill being hammered together at the last minute and rammed through the legislature.

So in New York a 1911 with a full 7 round magazine and one in the chamber is legal, but one with a full 8 round magazine and an empty chamber is illegal, until you rack the slide?

You guys need to get rid of that goofy 7 round limit in 10 round magazines.

Actually, if the Assembly passes the laws as written, we will come pretty close. The way the law is written now, the 7 round limit only applies to mags that hold 8 or 9 rounds - not mags that hold 10 (yes, the language is that bad).

Also, the penalty for having more than 7 rounds only applies to mags that were possessed before 3/15/2013, so if you have 8 or 9 round mags that are old, you can only load 7 rounds. If you buy 8 or 9 round mags after the budget passes, you can load them up. Any 10 round mags are OK, since the laws are only for mags that hold "more than seven but less than ten" (it was probably meant to be "more than seven but not more than ten"
