Hi - Is a Resident to Resident gun transfer Legal? i.e A Friend of mine has a 22LR Bolt action rifle. He has owned and bought through a dealer a few years back. If I give him money can he just give me the gun? I'm legal to own the weapon. Can he gift it to me? Does he need to change the gun's registration with the State? i.e. Is there a record of him owning the gun on File with the State, he went and bought it a while ago and passed the NICS check, do I need to re-register the gun with the my personal info.? I just can't seem to get a straight answer, I'm hoping to hear the facts on Long Rifles, there is such a big deal about hand guns in NY Rifles seem to be secondary and lacking info.
 
If you read the NYS law, a "firearm" is a pistol, a short barreled Rifle, or short barreled Shotgun.

All the new NY restrictions are on "firearms"..again read the definition above...

a normal length barrel and stocked XX cal bolt action rife is not a "firearm" according to NYS law. Penal article 265.00 "definitions"
 
Long guns are not registered with the Almighty State.
You can sell it to him provided you do not have reason to believe he would fail a NICS check. No paperwork - though its probably advisable to draw up a bill of sale to keep in your own records.
The same applies to gifts. My first Christmas gift to my [now] wife was a shotgun that I purchased to give to her (that's not a straw purchase, either). Just wrapped it up in Christmas paper, had her open it, and its now hers.
