Officer Shoots, Kills Man In Self-Defense, Police Say

Incident Started With Disturbance Outside Downtown Bar

KANSAS CITY, Mo. -- An officer shot and killed a man in self-defense early Thursday morning, police said.

Investigators said that an officer writing tickets near 11th Street and Grand heard gunshots near a bar in the area. Security at the bar told the officer that a man in a car had threatened staff with a pistol.

There was a brief car chase, which ended when Fred Madkins, 33, wrecked his car at 11th Street and Central. After the officer ordered Madkins to get out of the car, he allegedly pointed a pistol at the officer and fired, KMBC's Peggy Breit reported. The officer returned fire, killing Madkins. Police said dashboard video from the officer's car clearly shows what happened. However, police have not yet released that video.

"The officer has a gun that's pointed at him, he has no other alternative but to shoot at that man to end that threat, and that's exactly what the officer did," said police Capt. Rich Lockhart.

KMBC's Donna Pitman reported that Madkins leaves a wife and seven children.

My 5-year-old asked me 'Why?' So I have no idea how I'm to explain to my kids that their dad won't come home," wife Renee Madkins said.

Madkins' brother, Kenneth Green, wondered exactly what happened.

"I understand if he was threatening to them, (but) why not shoot him in the legs, wound him? Why kill him?" he asked.

The officer who shot Madkins has been with the Police Department for two years. He was not hurt, and is now on standard paid administrative leave pending an investigation into the shooting.

"The officer had to shoot this man because of a lethal threat -- a threat on his life," Lockhart said.

I guess he's not wondering at all why his brother pointed a gun at officers... Too bad he doesn't understand about "Shoot to stop", and that shooting the limbs, even if it was possible, would not have a high likelyhood of stopping the threat.
Good thing there's a dash camera in that squad, otherwise we might be looking at another "Cop shoots blackman" riot.
***Started at a nightclub. Places that serve alcohol are a good place to avoid period. In larger cities it's where much of the murder/mayhem occurs.
I avoid these places as much as possible.

Dear Kenneth,

If your daddy had indicated to the officer that he only intended to shoot him in the legs, I'm sure the officer would gladly have reciprocated the courtesy.

Why debate this

In a city, country and world that is so violent, I am very surprised this was an issue when it happened and still brings debates when discussed. This man took his own life when he pointed a gun at a police officer. If people feel like they have a corrupt police department, inadequate education in the inner city, violent city, or any other issue don't use this man's action as a basis for your discussion.

Mary, this is a forum about guns. An officer used a gun to solve a problem.

This story doesn't seem like it is a huge controversy(sp?), just reporting the news. That being said, the two lines that most people on this thread have commented on sound like the reporter was just trying to add a human face to the story. This is a common practice in the media these days, because while it may not be accurate, it sells newspapers.:banghead:

1) Your husband, and the father of your kids, isn't coming home because he pointed a gun at a police officer, and fired.
2)A man shot in the legs still has the use of his hands, and hands work the gun, not the legs.

Very sad, but he made his choice.
 
Everyone...

realizes of course that all these folks with the "Why didn't he just shoot him in the legs?" mentality are also the ones that end up on juries. The very juries you will have to answer to if you have a defensive gun use.

I wonder if these folks have "Speed" on continuous loop in their VCR's/DVD's? Afterall if the young Mr. Reeves can contemplate wounding the hostage to take them out of the equation from 100 yards away then your average police officer should be able to shoot to wound while under fire from lesser distances.
