An Independence police officer shot a man in the chest three times with bean-bag rounds Wednesday after he attacked a police car and almost attacked officers with a 4-foot long, half-inch thick concrete reinforcing bar.

"His attention was focused on the officers in front of him, and when he came forward toward officers (with the bar) I came up on his side and deployed three rounds," said Officer Chris Sommers.

The 36-year-old Kansas City man began beating a marked police car that was in the City Hall parking lot across from the police station around 12:30 p.m. Police ordered him to stop, but he walked across the street to the front of the station, where he swung at but missed a man who was trying to enter the building on business.

Officers then drew their guns and warned him to drop the bar, but he refused and took what police called a threatening stance holding the weapon.

Sommers shot him with the "less lethal" bean-bag rounds after he lurched toward the officers.

"I think he wanted suicide by a cop," Sommers said.

Police said they use the bean-bag rounds, which contain No. 9 buckshot wrapped in fabric and are fired from shotguns, about once every couple of months.

"It will bruise them but won't break any bones," said Bill Pross, public information officer. "This way we don't have to shoot and kill them."

Witnesses told police they saw the man kneeling down to pray before beating the car.

The man told police he was mad because of a bad run-in with the Kansas City Police. He used to live in Independence.

The man was taken to Truman Medical Center-Lakewood for a checkup and a psychological exam because of the irrational comments he made to officers. He has a history of mental illness, police said.

The man may face a felony assault charge and a misdemeanor property damage charge. The car was only slightly damaged.

WoW, close call. A lesson here is to never let your guard down. The poor guy who was just visiting the PD nearly has his head taken off by the wako! Most people probably feel quite safe right outside a PD, but consider the fact that people may seek out Officer in their den intending harm! I'll never think the same way again when I pull infront of any PD/Jail/Courthouse! :eek:
