Adapted from Rock Island Auction's email this morning - Currently, Congress is trying to pass a budget and will not be able to do so without Republican support. Contact your representatives NOW and request that Republican congress members not agree to any budget that provides funds for a stabilizing brace rule.

This is your last chance to voice your dissent on the Stabilizing Brace Rule the ATF has sent to the White House for a final review. Remember that they've delayed and withdrawn the PSB language before and if it becomes clear that a budget can't be passed with funding for the change it may be withdrawn again. With the House no longer in control by Antis no changes to PSBs can be made until the next election cycle.

I sent my version below to my Rep and Senators.

I ask you to demand that Congressional GOP leadership refuse to pass an omnibus or continuing resolution unless it explicitly defunds the Bureau of Alcohol, Tobacco, Firearms and Explosives' (ATF) proposed rule (ATF 2021R-08) which would subject millions of pistols outfitted with a stabilizing brace to regulation under the National Firearms Act (NFA) instead of the Gun Control Act. Such onerous regulation will yield absolutely no public safety benefit, is contrary to ATF’s previous position, and will require millions of law-abiding gun owners to register a previously legal and approved firearm with the ATF, which includes paying a $200 tax and submitting fingerprints and a personal photograph.

The popular pistol stabilizing brace (PSB) was invented in 2012 to assist individuals with limited mobility, particularly disabled veterans, to shoot more accurately. It really is that simple. The Congressional Research Service estimates that there are up to 40 million in circulation which demonstrates the popularity of the brace. There is nothing about the pistol brace which alters the functionality of the pistol to which it is attached which is why it should not be regulated under the NFA.

The ATF has understood from their development that the attachment of a stabilizing brace to a pistol does not create an NFA firearm. In 2012, the ATF recognized that the pistol stabilizing brace “provides the shooter with additional support of a firearm while it is still held and operated with one hand.” The ATF concluded that the “forearm brace when attached to a firearm, does not convert that weapon to be fired from the shoulder and would not alter the classification of a pistol or other firearm.” There is absolutely no reason for ATF to change their position that millions of Americans have relied on.

There is no compelling reason that law abiding gun owners should be required to submit their fingerprints and other personal information to the ATF merely because they pair a stabilizing brace with a pistol. Furthermore, this regulation will have the effect of outlawing the PSB in the hands of voters and the companies employing voters. After the proposed rule went into effect, sales of PSB’s dropped precipitously. Outlawing PSB’s will disproportionately impact disabled sportsmen, particularly disabled veterans, for whom the PSB has become their gateway back to pistol shooting.

Because ATF’s proposed rule reverses their previous position, will not improve public safety, puts employers out of business (and their employees out of work), and levies onerous registration requirements on millions of law-abiding gun owners, we request that you demand that no omnibus budget or continuing resolution be passed unless this misguided proposed regulation is explicitly defunded.
