if somebody comes to NC from out of state, with a concealed carry permit from their home state, are they allowed to buy firearms including handguns in NC the same as NC residents with carry permits?
By federal law, you are not allowed to purchase handguns, even from a dealer, outside of your own state.
Any legal purchaser may buy rifles and shotguns from a dealer in any state as long as the laws in both the purchaser's state and the dealer's state are followed.
The carry permit doesn't really enter into it either way.
If that is the case how do you account for the fact I can sell a handgun that is posted on an online gun sales forum like Cheaper than Dirt to someone in a different state?
Because if you do so, it must be taken or shipped to a dealer in the purchaser's state of residence. The dealer will do the NCIS paperwork and the actual transfer.
If you sell a handgun directly to a person from another state without a FFL dealer handling the transfer both you and the purchaser commit federal felonies.
Exactly. As a Montana resident (just for example) you can walk into a gun shop in Iowa and pick out a handgun and pay for it. But you can't take it with you. The Iowa dealer will ship it to your local dealer in Montana who will transfer it to you.

Outside of your own state, your CCW permit is just another bit of paper/plastic. Has no meaning in a firearm purchase.
You =can= purchase a handgun "out of state", but you =can not= take possession of it out of state. It must be sent to an FFL in your own state to complete the transaction.
The same is not true for long guns in most cases (dependent on the rules of your home state).
