PA state law requires dealers to use ink signed FFLs?

Just trying to figure out if this is actual law or just another gun store myth.

A dealer in PA just told me that they can't accept faxed or scanned FFLs for a transfer because of State law. He said state law required that the license be signed in ink and mailed to them. I asked if this was store policy, as I've had several guns come in from PA using faxed copies. He assured me it was state law.

I did a brief search of the laws but since it can be hard to find things that aren't there I gave up without much effort.

Anyone from that area confirm or deny?
 
That was how it was before the ATF changed it in 2005 (or actually figured out thats how the "law" was written) But it has not been that way since then. That dealer is retarded.
 
The Federal law changed. PA state law may (or may not) still require a hard copy signed in ink. Dealers have to comply with both Federal and state regs.

I've encountered this too... sort of. Years ago, a PA dealer wouldn't accept a faxed or email scanned license; snail-mail hard copy only. He got a photo copy (no ink sig) and it sufficed. He didn't claim state law or anything. He said he didn't have a fax and simply wouldn't accept an email scan.
