Williams does make a Receiver sight model FP-RU-77-TK but you have to drill and tap the receiver for that one.
 
Yes you need a front sight.
Now the williams has target adjustable knobs tor more precice shooting.
That other one is adjustable, but is more for hunting.

Is your barrel drilled and tapped for a front sight ramp ?
Or is it the model like mine that came with NO iron sights ?
 
They do not make a front sight arrangement like you talked about.
And if they did, the sight on the receiver would be so close that you would be basicly still pointing the rifle.
It would be like having pistol sights on your rifle.
But a front sight Ramp could be fitted that uses a Set Screw to hold it on the barrel.
It would be a Band Type sold by Brownells, but you have to find one that fits your barrel, unless the Ruger front ramps are a Band style.
You are still looking at having some kind of gunsmith work done, unless you are pretty crafty
 
Twelve to twenty bucks a hole is the going rate.
And most gunshops want the gun for six weeks to do it.
 
Dropped off my rifle to have it drilled and tapped for a scope mount. Four holes $60 one week. It was ready to take to the range in less than ten days.
Note: If you expect it to be done quickly right before hunting season time and cost go's up. On the other hand in the off season these expectations are not unreasonable.

Isn't there also the option of one of those barrel boss front sights that slip over the crown and get brazed or secured into place? Similar to what the Gunsite scout has...

They do make a front sight ramp that has a Band that goes around the front of the barrel.
You have to know the diameter of the barrel you have, and the height of the ramp you want, then fine tuning can be done with the interchangable front blades.
You can silver solder them in place, or some of them can be made to attach with a set screw.
Brownells has them.
