Anywhere from a couple hundred dollars to as much as you want to spend. A $300 Chinese knockoff will print most of what you might want to print, except for high strength/high temperature engineering materials, but expect to have to fiddle with it. They are truly "hobby" machines at that price level.
I've never seen a funnel like you are wanting. When I use a funnel I pour the powder in vs dump it in and I'll use the scale pan that I'm already holding to tap on the rim of the funnel. It goes quicker than it sounds.
As mentioned a few times, it's a matter of technique, pouring rather than dumping. Also, the funnel does better when there is plenty of graphite on it for lubrication. Usually, the graphite on the powder is adequate, but a small dash of dry graphite from time to time might be helpful. If the extruded powder still bridges, a light flick of the finger is usually adequate to bust the dam. Bridging is just not a problem for me and my 4350.
