I am new to reloading. Is it possible to get to much pressure from not using enough powder when reloading? I have some mil. 145 gr. bullets for a .308, in all 3 of my reloading manuals it is not listed. I am using BLC-2 powder and starting at the low side of a 150gr bullet. By not using enough powder can you get into trouble with pressures? Thank you very much for any help.

As long as you stay within recommended starting loads for that weight or the next heavier bullet, you will be fine.
There have been reported pressure excursions when light loading over-bore magnum calibers.
But IMO, that's a plugged bore explosion due to a bullet getting a false start from the primer kick and sticking in the bore right in front of the chamber before the main charge lights off.
It doesn't apply to the .308.
Just use recommended starting loads, go no lower, and you will be fine.
BTW: The Hornady manual lists 7 different .308 bullets ranging from 150 to 155 grain as using the same load data.
