Quality of the PTR-91

Breugger & Thomet has a claw-type mount available for G3/HK91 based rifles, but it's pretty spendy (in my estimation.) CTD also sells a claw mount for it as well.
 
I see a dealer exclusive model with welded rail to the receiver would that be a good way to go
 
Since we aren't talking lightweight rifles, the FNAR may be worth considering, you can sure find one in your budget last time I checked.

I owned the SXAR (a Winchester-branded FNAR) which I'd hope to do some hunting with, weight was the only reason I sold it, fantastic shooter though.
I think you're nailed it. The FNAR is not a classic 'battle rifle' per se but has all of the characteristics of a modern civilian version of such a thing. More portable than the FAL/HK(clone), more accurate, better weighted and doesn't damage the brass like those other models do.
FWIW, I have a clone of an MP5 and am a deep believer in the roller lock design. But it's more relevant for an automatic rifle than a semi, which is another use case entirely.
I had my heart set on a PTR-91 until I examined one up close, pointed and maneuvered it, and read at length about its strengths and weaknesses.
As a 'classic' it may be something worth owning. But as a practical shooting solution, that ship has sailed. At least for me.

I get 2.5" groups @ 100 yards with the iron sights using low-end commercial ammo, and 5-6" groups @ 200 yards with the same. Never used premium ammo, or handloads, and never used a scope... So I'm not sure how much better it can perform. It's the PTR91F model.
 
At one time or another over the last 25 years I've had some model of all the rifles and for the most part it was the original. I've heard good and bad about the PTR and I have a a pistol model for my registered sear but as someone else mentioned, depending on when it was built has much to do with its quality ... so I'll just throw this out there, why not get the modern rifle?

My first AR-10 type rifle was about 15 years or so ago when whatever company it was that bought the Armalite name started making the AR-10 again using modified M14 mags ... after waiting nearly 8 months I was horribly disappointed in both the fit and finish as well as the accuracy and I spent countless hours hand loading for it and never did find a solution that would take the gun sub-moa ... some say they have gotten better but I'll never have another.

After that I got a Stoner SR-25 ... that gun was boring to shoot if you used the recommended ammo it would take out dandy-lions at 300 yards ... like an idiot I sold it just because I never shot it (didn't need to as I knew what it would do) and I ran across a beautiful Valmet M-78 in 308.

A few years after realizing my mistake I bought a DPMS LR-308 in 24" stainless fluted which came close to rivaling the Stoner but not near as smooth ... so a few months ago I bought another Stoner and am happy again!

I still have my HK-91 and it still shoots a 2" to 2.5" group scoped or not, I still have my M1A and it still shoots 1.5" to 2" ... the Valmet is long gone as is my FAL ... I just never liked the way it fit me but I think I'm in the minority on that.
