Question on reusing Aguila 9mm brass

My wife bought some 9mm from Aguila, I'm curious about the little ring around the middle of the brass. Is it still ok to reload this brass after she uses it, or does this ring weaken it too much. I've never seen a ring around brass like this before. Is it ok to reload this brass?

Yes, it is a case cannulure to prevent bullet set-back during feeding.
It's a good thing!

And yes, they are perfectly fine for reloading.
Most of the ring will be gone after firing & resizing.

JW is correct. The cannelure is rolled or stamped in the case as a seat for the bullet. The only issue I have is when trying to seat a bullet past the ring, the case bulges.
 
I've reloaded many .38 special rounds with case cannulures. After the first firing and resizing, most of the cannulure is gone. And I've never had an issue seating heavy/long bullets past the case cannulure.
