Railroad or Police Contract Winchester 1892?

I have this very worn Winchester 1892. It was manufactured in 1910. There is “CCY” stippled into the receiver, as well as “CCY 3-3-38-” stamped in text in the receiver.

My initial thought was some guy stippled his initials and social security into the receiver. As I look at it more, the numbers don’t match with any personal ID number I can think of, and the text seems too “professional” for some guy to stamp in. Your thoughts?
 
As you note, it is odd that it has both the "professional" die stamped letters and numerals, then the CCY applied with a punch. Have you checked under the buttplate? Was common to put names and/or other info there or on the inside of the forearm. Given the alignment, the C over CY could be a cattle brand. I've found brands in various locations on old handguns and rifles. I doubt it is either a railroad or police Winchester. Those are often stamped with a rack or inventory number, and sometimes with the initials of the agency or company. Gotta go with Old Shooter. The punch letters happened when the cowboy was drunk.
