If you look around a bit you can find a Mec 600 Jr for around $40- $50. Of Course you'll need powder bushings that suite your loading needs and a charge bar as well, but that's about it.
And to answer your question about depriming and re-priming, you need to run them through a resizing process to bring the base back into spec. The Mec 600 Jr. is very easy to use, and not all that slow either. It's a 5 staion press, #1 Deprime/ resize, #2 prime, #3 shot and powder charge staion, #4 start crimp, #5 finishing crimp, and it will produce really nice crimps when properly adjusted.
