I shoot in Washington so I'm lucky enough to never shoot above 70 degrees, water cooled whether I need it or not :uhoh:

Yes it does. A guy had an alcohol pump rigged on an unlimited class rifle at a benchrest match a few years back. It leaked and made a mess in the loading area, and solved a problem that didn't exist because heat is seldom, if ever, a problem with the massive rigs, and there is cooling time between relays anyway. However, mirage off hot barrels can cause aiming distortion, which is one of the reasons for mounting scopes off to the side like here on my rail gun.. Rail3.JPG

I went a different route and got a cheap air mattress inflater that has a USB chargeable battery. It works pretty well.

I have one of those... and while "ok" it has rather limited air flow... kind of like you blowing moderately in to your hand. Not crazy volumes of air, but enough for me to continue using it.
Noise isn't horrible, but can be heard as a light whine, while standing near it.

I did buy some of these... the flow is certainly higher volume.... God only knows if they are effective enough to help... but it does give me peace of mind during 9-10hrs of shooting sessions... I bought an extended probe meat thermometer ... but haven't gotten around to measuring temp. differences.

I bought one of the Magnetospeed coolers last year. I use it during benchrest matches. A lot of other shooters use them as well.

It's kind of comical, they sound like turbines when several are running at once. I had one of the yellow ones, but it ate batteries like Michael Moore at a McDonald's.

They definitely work, though.
