Recommendations on spotting scope between $400 and $700

I want a spotting scope that will let me see a .22 bullet hole at 100 - 200 yards in a black bullseye. Need to be able to see holes when the target is in the shade. I have an old Bausch & Lomb 20X - 45X that does well in bright sunlight but when the target is shaded, I have problems seeing the holes. An older discontinued scope is acceptable, does not have to be new.
 
Look at Vortex I have a Viper 20-60x85that might be just over you price range but it's an awesome scope. They also make the Diamondback series in a similar configuration that will fit your budget and give you nearly as good optics.
