i have recently brought a tikka t3 in 223.
it is an awesome gun, and can group .5 MOA, but with federal and hornady ammo, which is not even close to cheap here in New Zealand.
so im thinking about getting into reloading.

what id like to no is,
how important for accuracy is the brass (why get laupa over winchester brass)?
and does it matter what primers you use (do these alter accuracy)?
and also can i actually improve on these factory loads accuracy?

You should move this to the reloading section, but you can get better accuracy with handloads, when compared to cheap factory loads. I use winchester brass, for the average reloader laupa brass is not needed. Once you have found the load your gun likes your best not to switch primer brands, as they could affect pressure.
