I am looking for a target rifle from remington. What are the differences between the police version of the Rem 700 and the civialian model.
I can get a VS in 308 for 30 - 50 bucks less then the 700 PSS in 308.
 
Different stocks and every now & then, the barrel.

Generally the difference between the PSS & VSS is the stock. Both are made by HS Precision with the aluminium bedding block. However, the PSS is fatter in the grip, wider and flatter in the fore-end and has a second swivel stud for the bipod. The VSS stock is more like a sporter stock and is slimmer and smaller and lacks the additional swivel stud.

Personally I like the VSS as it's handier to carry all day (yep, I'm either lazy or a sissy).

Regarding the barrel, Remington did offer a limited run of 5R barrels. That's the rifling patterned after the Russian rifling that shoots better than regular button rifling. 5R barrels are what Remington sells to Knight Armament for the SR-25 (AR-10 type firearm). I don't believe that 5R is currently offered.
 
Gary pretty much nailed it. Aside from limited production barrel models, the stocks and finish are the only differences. The PSS has a parkerized finish.
 
I've got a VS set up for long range.

It's been a dream. I've outshot lots of shooters with a PSS and even other, more expensive rifles with it.

Of course, the best improvement that's been made to my VS is that the barrel and action have been trued to each other.

The Police models also go through more QC steps.

That doesn't insure perfection, however. I've seen FOUR brand new Police 870 shotguns, in the last two months, that had sight beads that were canted to the left (off-center).

None of the Remington reps I've ever talked to have mentioned that, and the LTR I had with misdrilled scope holes doesn't speak highly of their alleged "more QC steps."
 
Aside from what has already been mentioned, one other unique thing about the PSS is with reference to the 223 Remington. PSS rifles in 223Rem get a 1:9 twist barrel for heavier bullets while the VS rifles get something like a 1:12 and can't go over 55grns without stability issues.


Doesn't sound like you are considering a 223Rem but if anyone else is wondering, that is a pretty substantial difference between the VS and the PSS and definitely could be an important factor to consider.
 
Probably the advantage that 5R holds over more traditional cut rifled barrels is the way they clean up or how they foul.


The good 5Rs like Obermyer or Mike Rock generally shoot damned well, not sure if any benchresters use them but a lot of tactical rifle nuts seem to love the things and I highly suspect it's due to how they clean. Even a well lapped cut rifling barrel is probably likely to foul more than a nicely done 5R barrel, probably attributed to how material works it's way down into the sharp corners of the lands on cut rifling barrels.

But just about any high quality barrel with a decent surface finish is going to clean up well compared to something like the typical Remington "copper mine" barrel that fouls like a MOFO due to a sandpaper like bore surface.
