It's also good to note that BATFE only requires that the records be kept for twenty years, not how well kept. They often wind up in back rooms, basement storage spaces and the like, and are sent, when required, to BATFE in "as is" condition--moldy, mildewed, water damaged, damaged by insects and rodents, and all the other things that can plague paper records.
Mind, too, the handwriting in these volumes runs from bad to worse. Not exactly the best material to scan at all. And there are millions of these records, too, just in the Closed Business Storage area alone.
