Rifle magazine with a manual feed?

I was watching a precision rifle YouTube channel, the guy shooting was using magazine fed howa rifle in a custom chassis. After each shot it looked like he would touch the bottom of the magazine to release a round into the chamber before closing the bolt. I have not seen that before.

Are there magazines that don't advance the follower until manual released? And if so why use them?

It was common practice for the first magazine-fed military bolt action rifles to have a cutoff lever which would turn them into a single shot. The theory was that the rounds in the mag should be held in reserve for emergencies and the poorly trained conscript soldiers would waste ammo without it.
