What is the "blue" finish on the Rossi .38 snub ? My neighbor has his dads old gun that was kept in a toolbox. The finish looks like it's peeling off where it rusted. It looks more like a coated finish rather than bluing. Probably not "worth" refinishing but it was his dads.
 
I don't know what vintage your friends Rossi is. Some have a very respectable finish. I had a more recent one that was definitely a coated finish. I had no problems with it.

If I was inclined to refinish a coated one, I would probably have it cerakote it.
 
It is the Rossi Braztech (sp?) and has a hammer lock. Looks old, but I believe it sat in a wet toolbox, or tackle box for a while.
 
My Braztech R 351 looks to have a conventional blued finish. My older Interarms model 68 also has a blue finish that is wearing slightly in the conventional manner. My guess is that your friend's gun has either been refinished, or the company tried a different finish for a while, then discontinued it for obvious reasons.

My older Garcia era Rossi is missing a lot of it's finish, but that just may be from heavy use/carrying.
