I just epoxy bedded a Weaver picatinny rail on my Savage 11 that I'm going to shoot HP Silhouette with this year. Since I believe I have to single load rounds in HP, I'm thinking of taking a jewelers saw and severing the material over the loading/ejection opening to make single loading easier.

Does that seem reasonable? I will have aligned base segments from doing it this way.

I would say do it if you think it will aid you. Rails are cheap.
Make a nice template out of tape and break out the Dremel tool and some files, finish it off with some sanding and paint it up.
You'll never know until you try.
 
I'd figure out a way to take a chunk out of it on the right side for more loading clearance and leaving it one-piece for maximum strength.

If it were me, I'd remove material in the middle portion of the rail, but only enough to allow single loading. Leave the material in place on the left side of the rail, leaving it in one complete piece. Just make sure you deburr well so it mounts flat again, not sitting on top of chips or burrs.
