Scope bases not level...

So the Savage 99F I recently got came with two weaver 19 bases on it(a front base in the front and rear). So I picked up a weaver 14 base and installed it at the rear. It didn't look right, so I pulled out a level. Sure enough, the rear mount is angled up instead of level. Any suggestions? My next idea is to get a single piece base.
The pic shows the unlevel bases.

Take a look at the picture of the #14 base on MidwayUSA's site. Looks like a different base.
 
14 and 19 are the "correct numbers" as per all the literature, and an old timer I talked to at the factory, but sometimes I think it does not work out. You might want to try a 25 on the front and see if that makes a difference. Is your rifle factory drilled and tapped, it looks like an older gun? There may be enough adjustment in the scope for it to work out OK, I would try that with a bore sighter to see. Good luck with it...

Edited to add: the rear sight is on in the correct direction.
 
The front sight is level with the bore. The rear sight is the issue. It appears to be factory drilled and tapped. I may be the first to try and mount a scope on it, which is why it was never noticed before. I'm going to try a one piece base as that should keep at least the base level, then see what I need to do regarding rings.

I understand, but the slighty taller #25 front sight may offset the problem enough to make the scope work with internal adjustments. One piece base is probably the best practical solution, but in my opinion they do not look right with Sav 99, if cosmetics matter at all.
 
Are you sure your plastic level is straight? It it an issue of being level or one base being at an angle?

This kind of thing use to be very common. It's why people lapp scope rings.

It looks to me like the rear base, although stamped with the number of the correct base, is not actually the correct base. The rear base on a 99 has a definite wedge shape to it.
 
Just experienced the same problem. The mounts appeared to be of differing heights when in fact the taper on the rear action caused the rear mount to sag. A 0.20mm shim levels the whole thing off, here it is illustrated with paper as a temporary shim.
