Scope swapping

The other day I took out two rimfires, one with a 4x fixed scope, the other with a 6-20x for a little range time. Out of curiosity, I switched the scopes to see what the one with the 4x would do with some more magnification. This combo has the scope canting noticeably to the left. So I put the 4x scope on the other, and it's canted noticeably to the right. What am I missing as to what would cause this when both are straight on the original rifles?
 
Assuming .22 tip-off mounts?

1. One set of rings is made differently enough they don't clamp down on the receiver grooves exactly the same.

Or:
2. One rifles receiver grooves are milled slightly off center with the center of the receiver.

Or.
3. One rifles receiver isn't setting in the stock perfectly vertical.

#1 is most likely.

One set is CZ-USA factory and the other is Warne 7.3/22. I thought of your options 2 and 3, oddly enough didn't think of #1. With the amount of difference in the two, it kind of caught me off guard. Thanks for the thoughts.
 
Could also be differences in stock design. You might be canting one or both slightly, but in different directions and not realizing it.
 
CZ Scout and CZ453 Varmint - both 11mm. The Warnes fit the receivers like a glove. I guess that's why that aspect didn't dawn on me.
