One additional detail about Jared Loughner. After his suspension from Pima Community College, a condition for his reinstatement was clearance from a psychiatrist. They had no problem with a person, too dangerous to allow on campus, roaming the rest of the world. Similarly, the University of Colorado failed to do anything about James Holmes.
