Sighting in rifle / Sig556 shoots really low

Finally got around to putting a scope (Leupold) on the Sig but am having a heck of time getting the thing even on the paper. At first was shooting 2+ feet low at 25 yards and have used up all the elevation adjustment just to get it somewhat close. I have heard that some of the early Sigs suffered from canted sight bases but this was produced late last year, dunno if the canted sight issue was in the vertical or horizontal axis. I was thinking about perhaps trying a thin steel or aluminum shim underneath the scope in the rear ring but that seems like a rather crude method of dealing with the problem.Any tricks to get the scope a little closer to being on without using up all the adjustment?
 
A shim under the scope at the rear ring will raise POI by moving the scope's point of aim down towards where the bullets are hitting. Spacing the rings further apart will increase the effect.

Sounds crude, but its not. I find a good pair of scissors and an aluminum soft drink can lets you easily make the shims you need.

Your other option is to get adjustable rings. Some brands of rings come with a set of sticky backed shims.

Ended up using a piece of aluminum cigar tube which was very close to the same diameter to shim it up. Got the thing sighted in :)
