What is a skat shell?

I was browsing this interesting site linked to in another thread on this subforum.

The first thing that pops into my mind is that it blows poop all over whoever it is shot at..... however I'm pretty sure that's not what it is. So what is it?
 
oh wait.... nevermind. I didn't realize you could click the pop up menu. Here's what it says:

The Skat-Shell® is widely used as a crowd management tool for the rapid and broad deployment of chemical agent by a single grenadier. The Skat-Shell® contains separate sub-munitions that function individually once the round is discharged. The scattering effect and the rapid burning of the sub-munitions provide a wide area of coverage, minimizing the potential of being thrown back.

I still don't totally understand what it does.

What is it, like a flare that bursts into other flares?
 
... hey.... wasn't this the company that those guys from the movie Jackass2 visited for that "Stingmore" mine or something?

ETA: sorry about the triple post. I should have just added all of this into one post.
 
Basically, it's a tear-gas round that breaks up into other, smaller, tear-gas-dispensing submunitions, so the crowd it's being used against can't pick it up and throw it back; this also spreads the area that the gas is effective against. They act by igniting a fuse that burns down to blow the sections apart like firecrackers. The "Stingmore" you're thinking of is an impact anti-riot munition, that fires .45" rubber balls, rather than tear-gas. http://www.pop-inc.com/POP_Cat_Pg15.html
