Things to check:

Clear the weapon. Lock the bolt to the rear.

The gas port in the barrel:
Remove the gas tube assembly. Run a pipe cleaner into the gas port that is on the top of the barrel. (Inside the fitting where the front end of the gas tube mates with the barrel.) Push the pipe cleaner in to the fitting until it stops. You might have to bend the tip of the pipe cleaner to get it into the port. Now look in the muzzle. Do you see the end of the pipe cleaner? If that port is blocked, say by a piece of fossilized Cosmoline or other crud, little or no gas will reach the piston to work the action.

The operation of the piston and operating rod:
Make sure the piston slides freely in the gas tube, but that it makes a reasonably secure fit. A severe parts mis-match could allow too much blow-by of the piston. A sticking piston or op rod will also prevent cycling. Make sure the op-rod locking latch is in the fully downward position and is secure.
