Not at all unusual. At one time Model 28's were relatively inexpensive, and were used as a starting point for a number of caliber conversions. Skeeter Skelton was one who wrote extensively on this. 45 Colt was a favorite.
Yes, my 28 just came in the Bangor Punta Blue Box with a rod and some brushes.You know. Maybe what I remember as a 28, was in fact a 27. I've always remembered it being in a presentation case, which I figured was a confused memory, but I suppose I could just as well have confused the model number.

A blast from the past, a friend has a Schmidt short cylinder wadcutter gun for PPC.

I might request a letter from Smith, not sure yet. That's close enough for me but the kids might do well to have the letter.
