My gun dealer has a used 357 Magnum 686-4 in stainless steel in stock. Although it’s not a new gun, it looks to be in good shape. There is no cutting on the underside of the top-strap. There aren’t even any stains on the front of the cylinder. The only thing that really detracts from it is that the entire surface has tiny scratches like someone used something abrasive to clean it. The scratches go around things like the cylinder release if that makes sense.

He’s asking $550 or so. Does that seem like a good price? Is there anything else I should be checking on this gun?
 
If someone has messed with the finish it's no longer a $550 gun (really in exc shape it's more like $500). I wouldn't put a mangled 686 over $450, and only that high because it's not too bad to fix.
 
Would depend if the scratches are something that could be buffed out? And if they could be buffed out with something like mag polish or Flitz you will end up having a very shiny revolver. Some like the look , some don't. Anyway for $550 I would not want any cosmetic issues.

I have a 686-4 and it is quite an accurate revolver , easily the most accurate 357 revolver I have ever owned.
 
My S&W 617 came new looking like what you describe. I "borrowed" a jewelry polishing cloth from my wife and rub the gun with it after every cleaning. The scratches are slowly going away. Now, I'm talking about visible scratches but the surface still feels smooth. Not sure how deep yours are but this may just be the factory finish.
