HR 377 - would require completed homemade firearms (80% receivers, etc) to be issued and engraved with a serial number and transferred with a NICS check.

HR 376 - would make the sale/production of 80% lowers and parts kits illegal.

HR 368 - would require a NICS check for any transfer/sale/trade between private individuals. Also has a provision implementing restrictions on issuance of concealed carry permits.

HR 410 - would allow police to seize firearms for up to one year based on family or associates complaints.

S 407 - would make possession of magazines greater than 10rds illegal.

HR 378 - bans civilian possession of body armor.

HR 307 - creates Federal funding for gun buyback programs.

This is in the text of S 407 and just makes me laugh. The whole bill is unconstitutional.

SEC. 6. SEVERABILITY.

If any provision of this Act, an amendment made by this Act, or the application of such provision or amendment to any person or circumstance is held to be unconstitutional, the remainder of this Act, the amendments made by this Act, and the application of such provision or amendment to any person or circumstance shall not be affected thereby.

First, a bill can't be unconstitutional. A law might be, but a bill isn't a law until it's been passed and signed.

Second, while a law may be unconstitutional, that's a matter for the federal courts. A law is not unconstitutional until a federal court with appropriate jurisdiction has said so. While you might have an opinion on the question, your opinion doesn't mean anything in real life.

But I also don't see this thread going anywhere. The OP provided no links to the texts of the bills, nor anything but the most minimal information, there doesn't seem to be anything to discuss -- unless folks want to spend the time to hunt down the actual language of the bills so that they can be discussed intelligently.

So I'm closing this. If folks want to discuss pending legislation in any sort of meaningful way, we must at least have a link to the text or the legislation.
