Source for 5.56 AP projectiles

I won't claim to be familiar with 5.56 bullets but I was under the impression AP rounds for those are green tipped. I believe that manufacture of AP bullets (not loaded cartridges) is prohibited or at the very least restricted. I have never heard of AP being offered for reloading.

I am no expert in AP, but the ss-109 "green tip" steal penetrator 5.56 projectiles are available from several sources, just search for ss-109 or any source that sells pulled bullets. The black tip 30 cal projectiles are also available, but I don't remember what they are called.

Cartridge, Caliber 5.56 mm, Ball, M855 (United States): 5.56×45mm 62-grain FN SS109-equivalent ball cartridge with a steel penetrator tip over a lead core in a partial copper jacket. [Green tip]

Black tip is available, you just have to join the armed services to get them. For poking holes in metal, the 855/109 (green tip) works pretty good. Be careful with it. It won’t 'splat' on hard surfaces; it will penetrate or ricochet. Even when it does penetrate a hard object, the jacket and lead peals off.

The M995 black tip is an AP round with a tungsten carbide core, 52 grs. I don't believe they are available on the civilian market.
