Let's see... If you put it on 60x at 100 yards, that's equivalent to 6x at 10 yards. Most binoculars are 8x or maybe 10x for fullsize. Could you see 22LR holes with 6x binoculars at 10 yards? I could and my vision sucks, so 60x should be plenty for you. You could probably lower the magnification a bit.
you are looking through more atmosphere--moisture and dust, wind causing distortion.
clarity and coatings of the lenses is as-or more- important than power. thus Zeiss cost more than Bushnell
a celestron C5 for ~$500 with a 12.5 and a 9mm lens will do ua fine.

oops, ua said 100 yards
what you have is made for bullseye shooters at 25 yards
but if you have good eyes it might do for you. certainly it will show up a 30 cal ( harder to see a hole in the black of the bullseye though)
A 60 power scope would have to be awfully poor not to see .22 cal holes at 100 yds. I mean REALLY poor. I just use my scopes, anything 25 power or greater lets me see the holes and scoring rings.
Nonsense ... that's way more than BE shooters regularly use and that's at 50 yards slow fire. Don't generally scope 25 yard targets as that distance is timed and rapid fire.
That's plenty of scope for 100 yd 22 holes, even if it's cheap glass ... my pos NCStar will do that.

Yes. I have the 15-30x50 Leupold gold ring and can see 22lr at 100 yds, and 30 cal at 200 yds. but its a $400 dollar scope. It is a lot more clearer than my brothers bushnell, or konus with the 20-60X65 that he bought for under 200 dollars. In optics the more you spend the better it will be until you reach a certain value amount.
