I would go with an inexpensive shotgun.
I hunt squirrels with a .22 (I did when I still hunted anyhow) but it is way harder. If you have a friend who doesn't shoot much he will probably not get any squirrels if you give him a .22.
My squirrel gun is a savage model 24 with a .22 on top and a 410 on the bottom. It is so old that I had to braze a scope mount on top of the 22 barrel. Today with a red dot on that homemade scope mount it is still deadly on the tree rats.
