stranger in the complex

Yesterday I saw a guy walking around the neighborhood with a stick in the afternoon. I was curious, but decided to let it go.
This morning I was walking the dog and she started freaking out. Same guy comes out of woods behind said complex with a sweater on and same stick. Dog is freaking out hardcore. Neighbor's dogs as well. Made them come out to check out what was up.
Is this guy trying to case the complex? Or am I over reacting? He looked like he wanted to just pass through but that is crap cause the interval was too soon.
Cops went out searching, idk if they found anything.
Any thoughts of what to do?
 
It sounds like the man was carrying a hiking stick while he was enjoying nature.

CCW. A walking stick can be a deadly weapon, be prepared.

So can a shoe or a sweater if one really needs to make it one. A concealed pistol is not the answer for everything!:banghead:

I'm amazed that some people even venture out of their homes when I read some of these posts.:rolleyes:

Well, how exactly did the guy look? Well-dressed normal person or like a gang member with his pants beneath his knees? If he does look like a scumbag gansta' then it's probably true, he is a gang member, carrying a stick for a weapon. Probably because he can't afford a gun.
 
After talking to my friend about it who saw the dude yesterday, I got told that it wasn't a stick, it was a sword that was sheathed? Not too sure about all that.
Dude was dressed in sweats and a shirt on day one, and same pants sweater and hat with same stick the following day.
He looked like he was trying to ignore my presence. The dog saw the guy first, so I am not sure if she was reacting to me
 
Well FWIW, I'd take the dogs' reactions seriously. I had a dog that would bark at everyone who came to my house, but it wasn't enought to scare anyone. Later a cocaine addict came and my dog went nuts, barking and growling. It surprised me, and the addict jumped back into his truck. We had to talk through the window of his pickup. Your stranger may not have any plans to commit a crime, but if he does, it sounds like the dogs will give you some warning.

The OP's scenario is interesting.

Some questions:

1) If you assume away the openly carried stick, but the remainder of the scenario is the same, would you still be uneasy? Or is it the presence of a potential weapon that tilts this scene into something to worry about?

2) Where I live, carry of a stick (walking stick and the like) is legal. I'd be reluctant to call in a "man with a stick" scenario given that I feel I should be able to open carry a handgun without hassle. Of course, I'd have no problem making the call if some criminal activity was obvious, but I'd like to think that even sketchy looking dudes have days where they just do normal stuff like anyone else.

That said, I took my family to a large urban park on Sunday. I saw a tweaker-looking dude conceal a kali-length stick inside his jacket sleeve. He certainly looked like he had been sleeping rough (probably in the park). He wasn't brandishing or accosting anyone, so I didn't call it in, although, in retrospect, I think I should have.
 
How big is your complex? Could this be someone who just moved-in and likes to go out for walks?

Ask your complex manager if they know who this 'fella' is and whether he lives there. If the answer is "no", then you'll know you aren't being paranoid.
