I know this isn't specifically about firearms, but I wonder if in most places, had a car been stopped with that stuff in it, would there have been an arrest or detention? Assume the plates were legal.
 
Well, for one, the cop would have to have reasonable suspicion that a crime has been/is currently being/is about to be committed. The officer cannot just pull over a car and start searching. How would he or she know there was anything in that car besides personal stuff?
 
Searches generally require probable cause, consent, or a search warrant. There are exceptions, and lots of them, for vehicles. If the items were in plain view, or if there was reasonable articulable suspicion that a crime was occuring or about to occur, or in the event the car were stopped, the area in immediate control of the passengers could be searched, or if the car were impounded it would be searched and inventoried.

So, in short, the answer is possibly yes, possibly no.
