We'll never really know the answer to this question. It's not impossible to do a scientific study on it, but that won't happen until we have a large enough group of volunteers that agree to getting shot under varying circumstances.
I don't suspect that'll ever happen, nor would I want it to.
If I were to turn off my moral compass I guess we could use death row inmates for such tests in something like The Running Man. Let about 200 guys run the course "clean" and see what the results are. After that start offering up various drugs to the inmates. Caffiene, PCP, Meth, cocaine, etc. I'd suspect incapacitation times would vary depending on what chemicals are in the target's system, but we'll never really know, because as much as we'd like to know, we as a people would never do such a thing.
