It was laid out well, and they seem to have a good understanding of existing regional arms controls on the individual and state level. They avoided the US constitional situation, but used our governmental policies as an example for international regulation. I didnt read alot of it but they did mention that no matter how strong the controls and regulations are, that neighboring states (countries) can undermine said regulation, buy having lesser controls. They cited Canada's strong gun control being undermined by an influx of guns from the US. I have no doubt that the UN is detrimental to us and would institute extreme gun control here if it had a chance. Having said that from this playbook they showed no interest in effecting our gun laws in anyway; Just a go by for entities starting or shifting government in un-under-developed countries.
 
I think Montana might be a growth opportunity, given their proclivity to explicitly despouse UN encroachment on clearly non-UN grounds. You know how like RIM (research.in.motion) was pioneering the Blackberry, (even it they didn't invent it) - what if Montana is onto something? Is there any way to buy shares in Montana? Other than buying real-estate itself, are their co-ops of investors or such? Does Montana have State Bonds?
 
If you think about it, it comes to no surprise that the SALW agenda enjoys the enthusiastic support of dictators, kleptocrats and authoritarian governments. But what do you expect of the U.N. quasi-legislative body, where government delegates debate the crucial necessity of the state "monopoly of force"?

Take a look at Sudan, for example:
This shining beacon of democracy received U.N. support in its quest towards "civilian disarmament" in its (non-muslim) southern and western provinces. Places like Darfur, known today for their vastly improved "human security".
