While this is generally true,tools such as lock picks are considered burglary tools and illegal to possess unless you are a licensed locksmith.
that actually is not true.....

in most states, lockpicks are considered "tools".....you can legally carry them anywhere you can carry a hammer or screwdriver.......

they are not considered "burglary tools" unless they are used in the commission of a burglary.....no different than a crowbar or bolt cutters....

i am no licensed and professional locksmith.....but i practice lockpicking as a hobby....and i have never had a problem buying lockpicks from vendors.
 
It probably depends on the context. If you were caught with a set of lock picks while hiding in the bushes outside your neighbor’s house at 3:AM wearing a black ski mask and gloves you would probably be charged with possessing 'burglary tools'. If you are just driving down the road and get pulled over for some routine traffic infraction you probably will not be charged with possessing burglary tools because you obviously were not misusing them in a criminal way.

Weapons laws should be more like this.
