Tokarev hammer falls when slide released?

If I take my Norinco 213 (9mm Tokarev clone) with the magazine out, pull back the slide and move the release upward then press down and release it, the hammer falls seemingly with the slide. Is this normal? I've never had any discharges with it at the range, but I haven't shot it since finding this out either.
 
That sorta sounds like a problem I had with my Tokarev. I remember the sear spring was broken but I don't remember the exact problem I had. That's been about 20 years ago or more. There are a couple of different sear springs for those things too. Mine took the half moon style spring. I tried ordering one from Gun Parts at least 4 times and they sent me the wrong one every time. Finally I had a gunsmith fix it. Most smiths would never do that kind of a fix but my dad got work done by that guy back in the 1960's. The fix worked for years. But having to find that spring would have been very tough. I looked for months.
 
Check gunbroker whoever sells the whole hammer group a drop in part .
 
Could it be designed to do that with the safety on and magazine released? I was looking at the disassembled frame and when the safety is switched to on, all it does is put a metal block against or in front part of the hammer assembly it seems.
