Does anyone know where to look for the legality of possessing/using tracers in a particular state?

The states I'm concerned with are TN and VA. I'm pretty positive its no problem in TN but I don't know about VA.

Any pointers would be appreciated.
 
I believe you can own tracer ammunition here (may want to check with the VA AG) however; I do not know of any shooting range that will let you fire it on thier site.
