They probably have a billion rounds of x39 laying around, and that will use up the first batch of barrels for these rifles. Then rebarrel in 5.56 and use a stanag mag and they are a modern, western configured army. Makes pretty good sense if you ask me.
 
I have no idea. What is the difference? This is what the ad for it says

“Special chamber design copied from Russian AK-47 chambering.”
If you look at both CIP and SAAMI prints the shoulder angle is slightly different as well as where the datum point measures it. Roughly speaking it means that if you have a SAAMI chamber and drop in a CIP manufactured round it will drop in deeper which creates more headspace. I believe this is what caused/causes the Mini-30's to be less than perfectly reliable with CIP ammo. Using a SAAMI brass case in a CIP chamber means it fits tighter but will normally still let the bolt close being that the brass is more malleable and the fact that very few SAAMI rounds actually exist outside of the USA.

I used a box of Winchester brass case (which should have been SAAMI) in my first AK and it regularly doubled which might have been from the tight fit....never a problem with CIP ammo in the gun. Hopefully everyone building x39 rifles will be using the proper chamber for the most common ammo...which is CIP.
