From the angles shown, you don't really have enough information to make that call.

Also, depth-of-field issues with zoom and the type of camera used can really distort the distances and proximity of things which are in frame together.

The shooter was also most likely using birdshot which has much lower boundaries needed for safe distance and containment than rifle and pistol ammunition.

I'm sure many here have seen the shotgun club that can be shoehorned in much closer to roads and occupied structures than any rifle or pistol range could, because the shot simply does not fly that far.

It's possible the poster of that video may have been unsafe, but there's not enough evidence in the video to say definitively either way.
 
in the comments he does claim that there is firewood as a back stop. Still, it's nice to see a huge wall of dirt and sand behind any shooting. Too many risks to take chances.
