Vepr question-muzzle break falls off?!

So the muzzle break on my vepr comes loose- it is retained by three set screws- sort of bogus but ok I guess if the break fit tight-which it does not-I would guess it is at least .020 oversize, enough so I can see no way to tighten down the screws and keep it centered.
The question is this, is there any legal problem with threading the barrel end, and second, is there some muzzle break or flash hider that will work well on the vepr thick barrel?
It shoots fine with out the break, did a 20 shot 100yd 3" group with it yesterday. But it would be nice to lessen the flash and blast.

Threading the barrel is perfectly legal. However, it does change the 922R compliance requirement for the rifle. Installing a U.S. made muzzle device gets you back into compliance. Of course, you can also add some other U.S. made part.
 
Once you add the threaded muzzle along with the pistol grip and Removable HICAP Mag ya gotta make it into a USA Made weapon per 922R otherwise they could be legally importable with a threaded muzzle..... the way 922R reads is that you cannot use import parts to make a weapon which is otherwise not legally importable if ya thread the muzzle ya will need to have 10 or fewer import parts from those specified in the list for 922R compliance to turn it into a USA made weapon

As far as reducing flash and Blast yes with a decent actual flash suppressor such as a Vortec ya will elliminate or reduce flash however ya will increase muzzle blast its the nature of how the device opperates, best accuracy is without any muzzle device to allow the barrels crown to do its job thats why "sniper" versions that do have a threaded muzzle generally only have a muzzle nut installed
