PUBLIC HEARINGS HELD, SCHEDULED
At the suggestion of a few subscribers, I have merged the “Bill Status”
and “GOAL Position” sections to provide a faster connection between
bills and GOAL’s position on them. It should make for an easier read of
the GOAL Post.
A handful of new bills were introduced this week, all in the Senate.
They include SB 6841 (Murray, D-43) that would add a section to RCW 9.41
prohibiting firearms and other weapons on all college campuses; SB 6859
(Morton, R-7), a counterpart of HB 3225 that limits the Dept of Fish &
Wildlife’s ability to regulate firearms on DFW-managed land; SB 6860
(Roach, R-31) which clearly extends state preemption of firearm
regulation to college campuses, SB 6861 (Roach, R-31) expands the
opportunities for reciprocity of CPLs with additional states; and SB
6864 (Roach, R-31) which recognizes CPLs issued to any active duty
military member serving in Washington.
Friday, 8 February is the policy committee cut-off in the original
chamber. This means that bills must pass out of their original policy
committee (e.g. House Judiciary, Senate Judiciary, etc) or they are
considered dead for the remainder of the session. Of more than 30 gun
bills filed in 2007 and 2008, only a few will be considered “in play”
after next Friday. Note that next week’s schedule is already out, and
most of the pro-gun bills are NOT scheduled for a public hearing. That
means in all likelihood they will die next Friday evening.
(Reminder: The session calendar is a creation of the legislature, not a
constitutional requirement. The legislature can choose to ignore the
adopted dates and move bills previously considered to be “dead” under
the calendar. As the saying goes, “It ain’t over ‘til the fat lady
sings,” and she doesn’t sing until the session actually comes to a close
at midnight on March 13^th . )
Public hearings are scheduled for at least three bills this week, one in
Senate Judiciary (SB 6763) and two in Senate Higher Ed (SBs 6841 and
6860). The Senate Higher Ed hearing appears to be this year’s “face-off”
between pro- and anti-gun bills, this time addressing firearms on
college campuses. A separate GOAL Alert has been published calling for
attendance at the Thursday morning hearing. In addition, a few bills are
scheduled for “Executive Session” meaning a vote will be taken to pass
them out of committee. The schedule has been changed several times, and
is subject to change on an almost daily basis (despite the nominal
five-days notice required). Details on the public hearings are listed
