Sure you can. It's just a long wait. I have a friend who prefers to find his NFA stuff second hand. He seems content with the process.
 
Definitely not financially. Not sure it would even be legal without another tax stamp.
Maybe @MachIVshooter could weigh in.
It's perfectly legal to recore, we can replace anything except the serialized tube (which we can reduce when necessary, but have to retain at least the engraved portion)

Most rimfire cans we can recore pretty economically, 200-300 range, depending on need for new cap, refinish, etc. but in addition to baffles, the Sparrow not only needs a new mount and front cap to eliminate the monocore, but it also requires an inner tube, because the OEM tube walls are too thin to support threads. That makes them more work than a brand new can, so yeah, it not very feasible, ends up about 450. I've only ever done a couple, most people will just dedicate the Sparrow to a rifle where they do OK and get another rimfire can for everything else
 
The Sparrow catches a lot of flack these days with more well rounded designs out there, but honestly it has always done very well on rifles. No measured FRP on 16" and it came in just a hair quieter than the DA Mask in the old Suppressed Nation metering videos. This echos my observations as well, my Oculus 22 is an easy choice for pistols, but on rifles i can't distinguish it from my old Sparrow. I wouldn't buy one now over options like the Mask, Oculus or TBAC, but if you have one, it can live happily ever after on rifles without you giving up any performance to the new hotness options in that usage.
